Your organization is funded by commissions that result from legal settlements. Your organizational role requires you to make a dramatic presentation that will convince the Commission that a lawsuit is valid and allow you to give colorful soundbites to reporters afterwards. You can frame the experiments any way you choose (e.g., as the willful undertakings of evil scientists, as the unfortunate but inevitable mistakes of an incompetent bureaucracy, etc.) but you must identify individuals or groups who can be held legally responsible in order to collect damages.
